In the Regional and Language Options control panel, all settings can be set to your region, but in the Advanced tab, "Language for non-Unicode programs" needs to be set to English:

(In the Date and Time Properties control panel on the FogBugz web server, you can set this to your region.)

In Windows 2000 this control panel is called the Regional Options control panel. On the General tab, click "Set default" and set that to English.

This may only need to be done for the default locale of the FogBugz user.

If you want to use MySQL: At the time of this writing the latest version of MyODBC, which is 3.51, does NOT support Unicode. This means you can not use MySQL and enjoy the option of using non-Western character sets, you will need to use SQL Server or Access/Jet as your database.
